    He listed organizations PSMA interacts with, reviewed recent sponsored conferences and workshops and emphasized that the technical committees are the heart of the organization. Many of the steps discussed can be harmonized with parallel activities of international organizations and other countries in the region and can be undertaken at relatively modest cost, resulting in significant economic and environmental benefits. As usual, these rooms will sell out long before next March. Eight of the technical committees have submitted proposals to organize Industry Sessions at APEC and all technical committees are supporting the Power Technology Roadmap effort. APEC economies will conduct economic and technical cooperation not on the basis of the conventional donor-recipient cooperation framework, but on that of mutual assistance and equal partnership. The committee is hoping to organize a student competition and looking for volunteers to help with this effort.

    Currently, economic and technical cooperation in the various APEC activities can be classified into two conceptual channels of cooperation. A portfolio of energy policies is Introduction 1 available to governments for this purpose, including strategic energy pricing, financing and incentive programs, regulatory programs, government purchasing directives, and consumer education. During the Committee Reports a number of issues and possible future activities were identified and discussed. A new PTR webinar series will begin in January of and continue through the year. The Board of Directors relies on the inputs generated at the Annual Planning Meetings to identify, consider and select programs for the following year that will bring benefits to the PSMA membership. This predicted growth in energy use is likely to contribute to overstress in many already stressed economies and environments around the world.

    In view of the diversity of the Asia-Pacific region, Japan believes that advancing economic and technical cooperation and promoting trade and investment liberalization and facilitation should go hand in hand, with a view to maintaining high economic growth and prosperity. For more information, see the article on page 4 of this issue. These issues will be the focus for PSMA over the next year and beyond. The energy-efficiency labeling and standards-setting programs described in this guidebook are intended to reduce the energy consumption of all of these products without diminishing the services they provide to consumers. Policy makers will be faced with many difficult questions in the course of developing and maintaining labels and standards-setting programs. The program will be finalized before the next edition of this newsletter.

PSMA Chairman Stephen Oliver led the meeting and reviewed his vision for the organization and summarized the general health of the association as well as membership statistics and the changes since the Planning Meeting. The Industry Session tracks that run in parallel with the Technical Sessions are expected to be as popular as ever.

Secoudly, there is the channel of supporting directly trade and investment liberalization and facilitation through such measures as human resources development.

Expanding and Globalising the APEC Energy Standards Information System (ESIS)

Government labeling and standards-setting programs can affect most of the energy that will be used in buildings just two decades from now. The program will be finalized before the next edition of this newsletter.

By early Septemberall the submissions of proposals for both the very popular Industry Sessions as well as the highly informative Professional Education Seminars will be under consideration. One goal of this guidebook is to introduce the key steps in the standards-setting process and to give a detailed explanation, based on collective experience, of how to pursue those steps in the most direct and effective manner.
